Consultation
phases
The LEADER + strategy is based on a common sharing of
intervention objectives and goals, which have to be
the outcome of an agreement reached between local institutions
and economic operators.
I
PHASE: March-July 2000
BROADENING THE PARTNERSHIP - CONCERTATION:
DELTA 2000, together with the institutions, the social
representatives, the organisational operators and opinion
leaders has defined its intervention territory and strategy
and identified common objectives. DELTA 2000 presents
the first proposal of Local Development Plan for the
Delta area of Emilia-Romagna.
II PHASE: September 2000-May 2001
CONSULTATION ON THE TERRITORY:
DELTA 2000 has organised a series of meetings with
local private and public representatives in order to
outline the strategy and objectives of the Development
Plan for the Delta area and analyse local proposals.
Targeted workshops were carried out on the spot to monitor
local projects proposed by public and private operators.
Besides the LAG organised public meetings, targeted
meetings and information activities for the presentation
of EU initiative LEADER +. This phase saw the direct
involvement of local actors participating in 60 meetings
with public and private representatives of the LEADER
+ area of the Provinces of Ferrara and Ravenna. The
meetings were attended by a total number of 600 participants
and more than 150 project sheets were analysed.
III PHASE: June-December 2001
DRAWING UP THE LOCAL DEVELOPMENT PLAN:
The GAL is committed to identify guidelines, strategic
approaches and eventual local interventions to implement
the Regional Operational Plan and reflect local proposals.
The Plan is agreed upon at local level by Public Institutions
and community representatives, who approve the definition
of the actions, the identification of the beneficiaries
and the general outline of the Local Development Plan
of the Delta in Emilia-Romagna, which will then be presented
to the Regional Authority.
IV PHASE: starting January 2002
IMPLEMENTATION OF THE LEADER + DEVELOPMENT PLAN.
